DEPARTMENT RECOMMENDATION

Community Development Agency, Development Services Division, recommending the Board adopt Resolution designating the City of South Lake Tahoe Planning Commission when augmented by two Aviation Experts as the Airport Land Use Commission for the Lake Tahoe Airport.

 

DISCUSSION / BACKGROUND

Prior to 1985, the Board of Supervisors (Board) delegated Airport Land Use Commission (ALUC) authority to the Sierra Planning Organization (SPO), a joint powers authority (Attachment C).   The SPO acted as the Foothill ALUC for the four airports in the County:  Lake Tahoe, Georgetown, Placerville, and Cameron Park. 

 

On June 25, 1985, the Board delegated authority for the Lake Tahoe Airport to the City of South Lake Tahoe Planning Commission.  That action was completed through Board Action on Agenda Item #48 on that date (Attachment D).

 

On June 24, 2008, the Board delegated authority to the El Dorado County Transportation Commission for the Georgetown, Placerville, and Cameron Park Airports.  That action was completed through Resolution 181-2008 (Attachment E).  Notably, in Resolution 181-2008, there is an erroneous reference to the Tahoe Regional Planning Agency being the ALUC for the Lake Tahoe Airport.

 

This year, the City of South Lake Tahoe is applying for funding from the State of California Transportation Department, Division of Aeronautics, to update the Lake Tahoe airport land use plan.  The Division of Aeronautics has asked the City and County to clarify and reaffirm the delegation of Airport Land Use Authority to the City of South Lake Tahoe Planning Commission.  The attached Resolution (Attachment B) provides that clarification and reaffirmation that the City of South Lake Tahoe Planning Commission, as augmented with two Aviation Experts, is best suited to serve as the ALUC for the Lake Tahoe Airport.

 

The City of South Lake Tahoe has a standardized process for appointing the two Aviation Experts to the ALUC, similar to El Dorado County’s process for appointing citizens to standing committees and commissions. This delegation of authority is consistent with the California Public Utilities Code and the Division of Aeronautics California Airport Land Use Planning Handbook dated October 2011.
