DEPARTMENT RECOMMENDATION

Community Development Agency, Transportation Division (Transportation) recommends the Board adopt Resolution 104-2016 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery (CalRecycle) for all eligible Grant Programs.  CalRecycle Grant Programs provide funds to local jurisdictions to assist with recycling and diversion of solid waste from landfilling.

 

DISCUSSION / BACKGROUND

CalRecycle administers various Grant Programs and provides oversight for California’s waste handling and recycling programs, which are managed at the local level by cities and counties (jurisdictions).  Historically, CalRecycle has accepted a general Board resolution applicable to most CalRecycle grants when applying for Grant  Program funds.  The approval of this resolution will ensure that Transportation is able to take advantage of all Grant Program opportunities as they arise.

 

One of the Grant Programs Transportation would like to apply for is the Rubberized Pavement Grant Program. The program helps promote markets for recycled-content surfacing projects derived from waste tires generated in California and decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires. Rubberized Asphalt Concrete is a proven road paving material that has been used in California since the 1970s. It is a blending of ground tire rubber with asphalt binder which is then mixed with conventional aggregate materials.

 

This resolution authorizes the Director of the Community Development Agency, or his/her designee, to execute all documents necessary to implement and secure payment.  Transportation will obtain Board approval for the acceptance of all Grant Programs pursuant to Board Policy A-6.

 

ALTERNATIVES

Should the Board not approve this item, Transportation will not be able to apply for other sources of funding to assist surface treatment projects and any future surface treatments will be on hold until adequate funding becomes available.

FINANCIAL IMPACT

There is no change in Net County Cost.  No matching contributions are required for these grant programs.

Following County Counsel approval, the Clerk of the Board will forward the fully executed Resolution to Cierra Garcia at the Transportation Headington Office.
