DEPARTMENT RECOMMENDATION
Community Development Agency, Transportation Division (Transportation) recommends the Board adopt Resolution 104-2016 authorizing the submittal of applications to the State of California, Department of Resources Recycling and Recovery (CalRecycle) for all eligible Grant Programs. CalRecycle Grant Programs provide funds to local jurisdictions to assist with recycling and diversion of solid waste from landfilling.

DISCUSSION / BACKGROUND
CalRecycle administers various Grant Programs and provides oversight for California’s waste handling and recycling programs, which are managed at the local level by cities and counties (jurisdictions). Historically, CalRecycle has accepted a general Board resolution applicable to most CalRecycle grants when applying for Grant Program funds. The approval of this resolution will ensure that Transportation is able to take advantage of all Grant Program opportunities as they arise.

One of the Grant Programs Transportation would like to apply for is the Rubberized Pavement Grant Program. The program helps promote markets for recycled-content surfacing projects derived from waste tires generated in California and decrease the adverse environmental impacts created by unlawful disposal and stockpiling of waste tires.
