DEPARTMENT RECOMMENDATION

Health and Human Services Agency (HHSA) recommending the Board adopt a Resolution to permit HHSA to establish one (1) consolidated imprest cash fund, in the amount of Four Hundred Dollars ($400), to fund eight (8) Senior Nutrition Sites, in order to facilitate day-to-day operations.  HHSA also recommending that this Resolution supersede and replace Resolutions 098-2012 and 176-2015, which previously provided for separate Senior Nutrition imprest cash funds.

 

DISCUSSION / BACKGROUND

Title 22 California Code of Regulations/Title IIIC Elderly Nutrition Program requires HHSA to provide nutrition services, specifically the procurement, preparation, transport and service of meals, nutrition education, and nutrition counseling to individuals aged 60 or older, in their homes or at congregate meal sites.  In accordance with the regulations, the Senior Nutrition Program provides daily lunches to seniors at eight (8) meal sites located throughout El Dorado County.  The Senior Nutrition Program provides a vital link in maintaining the health of older persons.  Monetary donations for the meals are accepted at each meal site. 

 

On July 17, 2012, the Board adopted Resolution 098-2012, which established a Senior Nutrition imprest cash fund of Three Hundred-Twenty Dollars ($320) (File 12-0814, Item 6).  The meal sites that utilize this imprest fund include the Placerville Senior Center, Pioneer Park Community Center, Pollock Pines Community Center, Diamond Springs Lions Hall, El Dorado Hills Senior Center, Greenwood Community Center, and South Lake Tahoe Senior Center.  On March 27, 2015, the Board adopted Resolution 176-2015, which established a separate imprest cash fund in the amount of Fifty Dollars ($50) for the Cameron Park meal site (File 15-1202, Item 19). 

 

In accordance with Title 22 Code of California Regulations/Title IIIC Elderly Nutrition Program, HHSA is required to provide meals to adults 60 years and older upon request, regardless of residency, for a suggested donation of Three Dollars ($3) per meal.  Due to some sites experiencing an increase in visits, particularly in South Lake Tahoe, with an increase in seasonal tourists accessing the Senior Nutrition meal site, HHSA requests an increase to the imprest cash fund by Thirty Dollars ($30) and to add the current Cameron Park Senior Nutrition site imprest cash fund amount of Fifty Dollars ($50) to the existing imprest cash fund of Three Hundred-Twenty Dollars ($320) for a new consolidated total of Four Hundred Dollars ($400), to be distributed based on individual site needs, for an average of Fifty Dollars ($50) per site.

 

ALTERNATIVES

Disapproval of this Resolution will limit HHSA’s ability to provide monetary change and may limit HHSA’s ability to accept donations for the Senior Nutrition Meals.  If HHSA cannot provide adequate change for large currency bills, Senior Nutrition Meal recipients may decline to provide a meal donation.

 

Further, disapproval of this Resolution will require HHSA to maintain two (2) separate imprest cash funds for the Senior Nutrition meal sites.  Resolution 098-2012 will continue to apply to the Placerville Senior Center, Pioneer Park Community Center, Pollock Pines Community Center, Diamond Springs Lions Hall, El Dorado Hills Senior Center, Greenwood Community Center, and South Lake Tahoe Senior Center.  Resolution 176-2015 will continue to apply to the Cameron Park Senior Center.

FINANCIAL IMPACT

There is no financial impact to the County General Fund.

1) Clerk of the Board to obtain signature of Chair on two (2) Resolutions.

2) Clerk of the Board to return one (1) certified Resolution to the HHSA Contracts Unit at 3057 Briw Road.

3) Clerk of the Board to forward one Certified Minute Order and one Certified Resolution to the Auditor-Controller’s Office.
