Public Health Department recommending the Chairman be authorized to sign retroactive Agreement with El Dorado Union High School District  compensating the County in the amount of $22,000 for the term July 1, 2006 through June 30, 2007 to provide another year of preventive health services on site at El Dorado Union High School, commonly referred to as the Healthy Start Program.

Background: El Dorado Union High School District and the Public Health Department have been successful partners for many years in providing preventive health services to students at local high schools in a setting that provides minimal interruption of classroom activities.  These on-site programs include many different health related services, including preventive health education, health assessments that determine a need for medical and dental services, mental health and substance abuse counseling, 3rd party agency referrals, and assistance in obtaining health insurance.  High School nurses often serve more than one school, and when they are not available, a Public Health Nurse can supplement those services by providing urgent crisis intervention, such as suicide counseling.
 
Reason for Recommendation: This Agreement is for a continuation of services provided by the Public Health Department to El Dorado Union High School.  Signed documents were received by Public Health on August 14th and were processed as quickly as possible for Board review.
 
Fiscal Impact/Change to Net County Cost: Public Health will receive $22,000 in revenue for these services in FY 06/07.  There is no net County cost.
 
Action to be taken following Board approval: Chairman to sign three (3) original documents; Board Clerk's Office to return two (2) fully executed documents to Public Health; Public Health to distribute to appropriate parties.
