Fiscal Impact/Change to Net County Cost: Total amount of agreement during 18-month term is$418,000. Of that amount, $268,000 is for FY 2006-07 with the remaining amount of $150,000 being budgeted in FY 2007-08. The associated Budget Transfer reduces the current fiscal year budget by $170,000, which was money to be received from First 5 for use by Public Health to pay health insurance premiums. Under the new agreement, First 5 will instead pay these premiums directly. There is no net County cost.

Reason for Recommendation: First 5 El Dorado Children and Families Commission has awarded Public Health a $418,000 Grant, effective January 1, 2007, for the purpose of expanding access to health care services for the uninsured 0-5 population of El Dorado County who are currently ineligible for public insurance programs. This grant will allow the Department to continue services that were funded by a similar grant from First 5, approved by the Board on March 9, 2004 that expired on December 31, 2006.
