Fiscal Impact/Change to Net County Cost: $95,000 is for an additional year of IT project management services.  Funding comes from the Agency for Healthcare Research and Quality (AHRQ) Grant.  There is no net County cost.

Background: Through the AHRQ Technology Implementation Grant, which Marshall Medical Center and El Dorado County were awarded in 2006, the Public Health Department, as the operational agent for the grant, will continue providing funding to CHC so that they may retain a Project Manager to direct CHC's efforts in implementing a developed Technology Plan, an effort to establish a technology infrastructure that will permit high-speed connectivity between participating organizations (i.e., Marshall Medical Center, Barton Memorial Hospital, CHC, and County agencies) for the purpose of sharing and exchanging clinical information.  This project manager will take on additional responsibilities related to the ACCEL Initiative as directed.

The County's IT Department is aware of this agreement and is working with Public Health to ensure the success of this activity. The project is funded by a limited term grant with a need to gear up quickly; IT and Public Health agreed the work would be best done through an outside contractor, and CHC was willing to host the project activities.

Reason for Recommendation: Because of the ongoing need for an IT Project Manager, staff determined that an amendment to the existing contract was the most appropriate method of continuing these services.

Action to be taken following Board approval: Chair to sign two (2) originals of attached amendment; Board Clerk's Office to forward one signed document to Public Health; Public Health to distribute as appropriate.
