Fiscal Impact/Change to Net County Cost: Funding is provided by the OTP. $75,000 for Progress House has been included in the proposed FY 07/08 budget and must be spent no later than November 30, 2007.

Background: El Dorado County was awarded funding from the California Department of Alcohol and Drug Programs in support of the OTP in El Dorado County. OTP funds will be used by El Dorado County's Prop 36 Program to do the following:

· Increase the treatment allocation for residential services for offenders assessed to need them
· Increase the proportion of sentenced offenders who enter and complete treatment by offering structured relapse prevention services
· Support our recently implemented drug court model, including dedicated court calendars with regularly scheduled reviews of treatment progress, and strong collaboration by the courts, probation, and treatment

Reason for Recommendation: Progress House Inc. has been contracted for treatment services in the past and has demonstrated a strong willingness to continue. The current OTP agreement with Progress House will expire on June 30, 2007. This new agreement continues services but accounts for changes to the funding, which resulted from overlapping funding terms. This agreement will expire November 30, 2007.
