Fiscal Impact/Change to Net County Cost: $190,000 will be provided to Probation by Public Health over the one-year term of the MOU. This amount has been included in Public Health's proposed FY 07/08 budget. There is no net County cost.

Background: Each year Public Health and Probation enter into an agreement, whereby Probation provides officers to monitor and supervise individuals who participate in the County's drug and alcohol treatment and counseling programs supported by state funding from Prop 36, the Substance Abuse Crime and Prevention Act. Public Health receives this funding directly, then contracts with vendors to provide for counseling and treatment services. Part of that funding is passed to Probation to support Probation Officers who perform the services under this MOU.

Reason for Recommendation: Services provided by these officers range from referring potential clients to treatment providers (recently sentenced to counseling and rehabilitation) to performing randomly scheduled drug tests on Program participants. These services are vital to the Court's ability to enforce sentences of treatment and counseling over incarceration for drug offenders.
