Fiscal Impact/Change to Net County Cost:
Funding for the Amendment in the amount of $30,000 will be provided through 2004 General Plan TIM Fees and Traffic Enhancement Program Funds.  There is no cost to the County General Fund.
 
Reason for Recommendation:
On October 18, 2005, your Board approved Agreement for Services # AGMT 05-920 with Radman Aerial Surveys, Inc. in the amount of $100,000.  The purpose of this Amendment is to amend Article I, to revise the requirements for Task Orders to conform to the most recently approved Task Order language and to include language that will allow individual Task Orders to incorporate any required contract provisions associated with unanticipated grant funding; extend the expiration date of October 18, 2007 to April 17, 2008; increase the not-to-exceed compensation amount of the Agreement by $30,000 to a total of $130,000; Article IV, Progress Reports, to modify the requirements for progress reporting; Article V, Ownership of Data, to update the ownership of data requirements; Article XIV, Notice to Parties, to change one of the County's notices recipients; Article XVI, Insurance, to update the insurance requirements; Article XXIII, Contract Administrator, to change County's Contract Administrator, and Article XXVII, Business License, include County's business license requirements.   
 
The Procurement and Contracts Division is preparing a Request for Qualifications (RFQ) for all consultant services to cover needed services for the next three years. Extending this Agreement for six months will provide time to process the RFQ and then a Request for Proposal (RFP) for Aerial Surveying Services.  We are increasing the not-to-exceed amount by $30,000 due to a current request for a $27,000 Task Order for North Side School Bike Path Project and anticipated new requirements from the Capital Improvement Program.  
 
The original Agreement was for a two-year term.  This Amendment will extend the expiration date of the Agreement for an additional six (6) months to allow the Department time to process the new RFQ.  
 
CONCURRENCES:        
The Purchasing Agent concurs with the department's request and has coordinated the outside review of the consultant's ability to perform the necessary services with Rich Briner, Deputy Surveyor.  The Purchasing Agent concurs that Radman Aerial Surveys, Inc. has demonstrated its ability to perform the work based on prior experience with this consultant, qualifications of the consultant, and the availability of the consultant to perform the services.  The Purchasing Agent concurs that the department's request is in compliance with Board of Supervisors Policy C-17, Sections 7.4.2, 7.5, and 7.10.
 
The El Dorado County Employees Association, Local #1, has been informed of this proposed Amendment.
 
Action to be taken following Board approval:
 
1. The Board Chairman will sign two originals of Amendment I to #AGMT 05-920 with Radman Aerial Surveys, Inc.
 
2. The Board Clerk will forward one original of the fully-executed Amendment to the Department for further processing.
