Fiscal Impact/Change to Net County Cost: MOU term is for two years.  $35,000 per year shall be spent on insurance premiums and is included in the proposed FY 07/08 budget.  There is no net County cost.
 
Background: The Public Health Department is the County agency, appointed by the Board of Supervisors, which has taken the lead, on behalf of the Safety Net Provider Network, for current childrens health coverage activities.  HKHF is a California non-profit corporation that has been created to administer the Sacramento Sierra Valley Regional Childrens Health Insurance Program, of which El Dorado County is part.  
 
Reason for Recommendation: The Department will use HKHF as a vehicle to deliver assistance in the form of subsidies toward health insurance premiums to families with young children.  Accordingly, Public Health has budgeted First Five and Master Settlement funding to be utilized to pay for HKHF/Health Net insurance premiums for qualifying children ages 0-18.
 
Action to be taken following Board approval: Chairman to sign two (2) copies of attached MOU; Board Clerk's Office to return one fully executed copy to Public Health; Public Health to distribute as appropriate.
