Fiscal Impact/Change to Net County Cost: Funding is included within FY 2007-08 Proposed Budget for the Alcohol/Drug Treatment Program. However, this contract is for a six month term only. There is no net County cost.

Background: The El Dorado County Proposition 36 Program, which allows qualifying non-violent drug offenders the option of alcohol/drug treatment instead of incarceration, was implemented in July 2001 and continues to be overseen by the County Public Health Department. Treatment services for the Program are subcontracted out to various local non-profit agencies, including Progress House, Inc. The attached agreement with this vendor provides funding through December 31, 2007, at which time, a new agreement will be executed with the vendor which will reflect the County's newly adopted standard fees for drug treatment and counseling.

This agreement is retroactive to July 1, 2007 due to a late revision to the contract terms. After further review and approval by County Counsel and staff, this agreement was signed by the vendor and brought to the Board as quickly as possible.
