Public Health Department recommending the Chairman be authorized to sign the following retroactive agreements to provide counseling and support services for high risk youth under the age of eighteen (18) enrolled in the Comprehensive Drug Court Implementation (CDCI) grant drug court program:
1) Agreement 646-PHD0707 with New Morning Youth and Family Services, Inc. in the amount of $14,400 for the term December 29, 2006 through December 28, 2007; and
2) Agreement 647-PHD0707 with Tahoe Youth and Family Services in the amount of $9,600 for the term December 29, 2006 through December 28, 2007.
RECOMMENDED ACTION: Approve.
FUNDING: State CDCI Grant.

Fiscal Impact/Change to Net County Cost: New Morning and Tahoe Youth shall be compensated a not to exceed amount of $14,400 and $9,600 respectively during their contract terms, which span between County fiscal years 2006-07 and 2007-08. These amounts are included in the adopted budget. There is no net County cost.
Background: Drug and alcohol counseling services for individuals under the age of 18 have been provided by New Morning and Tahoe Youth for several years. The outcomes of these services have been positive for the individuals involved and for the community. Both agencies are willing to continue services, and the Department has been awarded sufficient funding by the State to support treatment and counseling activities for juveniles through December, 2007.
That grant award was approved by the Board at their meeting on May 8, 2007. Staff processed subcontracts with these providers after the grant was approved by the State on June 11, 2007 and moved as quickly as possible to get them to the Purchasing Agent for final signature; documents were sent to Procurement and Contracts on July 19. However, due to the degree of retroactivity, the Purchasing Agent recommended that the Department bring these agreements to the Board for review and approval and returned documents to Public Health on September 5th. Both agreements are retroactive to December 29, 2006.
Reason for Recommendation: If treatment and counseling services are not available to juveniles involved in substance abuse, the only other alternative is incarceration.
Action to be taken following Board approval: Chairman to sign two (2) copies of each agreement; Board Clerk's office to return one copy of each contract to Department; Department to distribute as appropriate.
