Fiscal Impact/Change to Net County Cost: County will receive 30% of the total FY 2007-08 grant award of $223,637 to continue existing personnel costs and activities continued in the attached grant agreement for 2007-08.

 

Background: The CDPH administers funding from the CDC for bioterrorism preparedness activities, funding which the County has received for several years, and has committed to continuing to provide CDC Preparedness funding to all Local Health Departments (LHD) throughout California in the 2007-08 grant year.  Since the CDC just released instructions to States regarding this grant in FY 2007-08, and since the State application was not due until October 24, 2007, CDPH decided to minimize the funding delay by awarding LHDs 30% of the 2007-08 allocation, which is to be used to continue existing personnel costs and activities approved in the 2006-07 comprehensive agreement.  The funds are to cover the period August 31, 2007 through November 30, 2007. 

 

Reason for Recommendation: To receive this advancement of funds from the FY 2007-08 grant, CDPH requested that all LHDs submit a proposed budget and signed Non-Supplantation Certification Form, otherwise referred to as Exhibit E, found within this new grant agreement.  The Board approved, and the Chairman signed, those items at the meeting of October 10, 2007.  However, CDPH later informed Public Health that the County would also need to sign a new grant agreement to receive those funds.

 

It is the CDC's and CDPH's goal to issue the full year grant award by early 2008.  At that time, the Department will present to the Board an amendment to this grant agreement for review and approval.

 

Action to be taken following Board approval: Chairman to sign three (3) copies of the attached agreement; Board Clerk's Office to return three (3) copies to Public Health; Public Health to forward to CDPH with the required budget proposal.
