Fiscal Impact/Change to Net County Cost:  County shall receive $1,098,566 over a five year period.  $210,680 has been budgeted in FY 2007-08. However, the total grant award for this fiscal year has been increased to $223,640.  There is no net County cost.
 
Background:  The Safe and Drug Free Schools Grant, offered by the California State Department of Alcohol and Drug Programs (ADP) - Prevention Branch, is focused on reducing the number of children and adolescents who engage in binge drinking and other alcohol-related issues affecting California minors.  A significant number (32%) of youth in South Lake Tahoe, grades 7-12, are identified as Hispanic.  It is estimated that 30-32% of these children binge drink or have experienced binge drinking in the last 30 days (California Youth Risk Behavior Survey).  Emphasis is placed on children and youth who are not normally served by state and local educational agencies and populations that need special services or additional resources.
 
The Board authorized the Department to apply for this grant at its meeting on August 14, 2007 (Item #5 on the consent calendar) and approved the initial award of $210,680 at its meeting on December 11, 2007 (Item #10 on consent).  This agenda item is to approve the actual agreement and appropriate the additional funds.
 
Reason for Recommendation:  Grant funds will be used to provide early intervention and education to Latino youth in the South Lake Tahoe region of El Dorado County between the ages 12-18 years who are at risk of experiencing, or currently engaged in, binge drinking.  The Department will receive $1,098,566 over a five year period.
 
Action to be taken following Board approval:  Chairman to sign two (2) copies of the attached grant agreement; Board Clerks Office to return signed documents to Public Health; Public Health to forward documents to ADP for final signature; Public Health to return fully executed grant agreement to Board Clerks Office upon receipt from ADO; Chairman to sign the attached Budget Transfer; Board Clerk's Office to forward Budget Transfer to Auditor-Controller's Office for posting;
