Public Health Department recommending Chairman be authorized to sign retroactive Hospital Preparedness Program Funding Agreement EPO HPP 07-10 with the California Department of Public Health in the amount of $228,140 for the term September 1, 2007 through August 8, 2008 to upgrade state and local public health jurisdictions preparedness for and response to bioterrorism, other outbreaks of infectious disease, and other public health threats and emergencies.
RECOMMENDED ACTION: Approve.

Fiscal Impact/Change to Net County Cost: Funding is allocated by two separate activities: a base allocation of $187,365 and a pandemic influenza allocation of $40,775. Though unknown at this time, the Department expects to receive similar funding amounts for subsequent fiscal years.
Background: The Center for Disease Control and Prevention (CDC) provides states with funding via cooperative agreements to upgrade state and local public health jurisdictions preparedness for and response to bioterrorism, other outbreaks of infectious disease, and other public health threats and emergencies. Similarly, the Health Resources and Services Administration (HRSA) provides states with funding via cooperative agreements for hospital and supporting health care systems to deliver coordinated and effective care to victims of terrorism and other public health emergencies. The State, in turn, contracts with local health departments to distribute these funds. The County has received funding from these agencies for the last six years.
Reason for Recommendation: The purpose of this Hospital Preparedness Program agreement is to build upon the planning, infrastructure development, and initial implementation that began in FY 2002 and to continue to upgrade the preparedness of the Countys health care system to respond to public health threats and emergencies, including non-terrorist epidemics of rare diseases, exposures to chemical toxins and radiological materials, and mass casualties due to explosions. The primary focus will continue to be the development, implementation, and intensification of regional terrorism preparedness plans and protocols for hospitals, outpatient facilities, EMS systems (both freestanding and fire-based), and poison control centers. Integration of the health care system plans with the public health department response is critical.
The term of this agreement is retroactive to September 1, 2007. The Department received agreement documents from the State on December 14, 2007. However, due to Public Health Department staffing shortages during January, final review and approval of these documents were not completed until late February, 2008.
Action to be taken following Board approval: Chairman to sign three (3) copies of attached agreement; Board Clerks Office to return three (3) signed documents to Department; Public Health to forward documents to State for final signature; Department to return fully executed agreement to Board thereafter.
