Transportation Department recommending the Chairman be authorized to sign Agreement 08-1652 with Radman Aerial Surveys, Inc., in the amount of $80,000 for a three year term to provide aerial photography and topographic mapping services in support of the Capital Improvement Program (CIP), and adopt recommended findings.
RECOMMENDED ACTION: Approve.
FUNDING: The funding source will vary dependent upon which capital project is supported by the services of this Agreement. In general, the CIP is funded with the 2004 General Plan Traffic Impact Mitigation (TIM) Fee Program, grants and developer funding.

Fiscal Impact/Change to Net County Cost:
This Agreement is for a not-to-exceed amount of $80,000. There is no cost to the County's General Fund.
Reason for Recommendation:
The Department requires specialized professional aerial flight photography services in support of West Slope CIP projects. The highly technical elements associated with these CIP projects require knowledgeable staff trained in topographic mapping and aerial data manipulation, as well as specialized equipment, exclusive to aerial flight photography and mapping. Neither the qualified staff, nor the requisite equipment is identified in County classifications or available assets.
Radman Aerial Surveys, Inc. participated in the Department of Transportation's 2007 Request for Qualifications. Consultant's submittal was reviewed by a panel of qualified staff and external review was performed by the Deputy Surveyor, El Dorado County. Consultant was ranked number one (1) for Aerial Surveying.
The Consultant has been performing aerial surveys and topographic mapping for the County for the past three years. The Consultant operates their own plane and the output from their mapping equipment is directly compatible with the County's surveying equipment. The Department has been very satisfied with the Consultant's performance and response to our project schedules.
The Department recommends the Board make findings pursuant to Article II, section 210 b (6) of the El Dorado County Charter that there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications, and that the ongoing aggregate of the work performed under this Agreement is not sufficient to warrant the addition of permanent staff.
The El Dorado County Employees Association, Local #1, has been informed of this proposed Agreement.
Action to be taken following Board approval:
1. The Chairman will sign two originals of Agreement for Services #AGMT 08-1652 with Radman Aerial Surveys, Inc.
2. The Board Clerk will forward one fully-executed original Agreement to the Department for further processing.
