Fiscal Impact/Change to Net County Cost:    No change to net County cost.
 
Background:    State of California provides Federal Substance Abuse Prevention and Treatment (SAPT) block grant funds via the Substance Abuse Treatment and Testing Accountability Act (SATTA) to El Dorado County Alcohol and Drug Program to operate the Proposition 36 program.  EDCA Lifeskills provides assessment, substance abuse treatment services and drug testing for clients who qualify to participate in the Proposition 36 program.
 
State of California budget for FY 2008-09 reduced Drug Medi-Cal (DMC) rates with a potential for future reductions at the State level.  The Health Services Department determined at that time it would be in the best interest of the County to adopt language that would ensure rates for these services conformed to the DMC rates both currently and in the future, automatically adjusting as necessary.  Therefore, language in the amendment reflects these changes and Exhibit C, Standardized Rate Structure, is replaced by a new Exhibit C, Standardized Service Definitions.
 
In addition, the provisional amount is modified to reflect a decrease of $9,920; this consists of an increase of $2,580 SAPT funds unexpended funds from FY 2007-08, and a decrease of $12,500 SATTA FY 2007-08 unexpended funds being reallocated to another provider.
 
Reason for Recommendation:    Replacement of Exhibit C eliminates any potential for disparity between DMC rates and provider service invoices.  Re-allocation of funds to decrease the provisional amount of this agreement will ensure provision of required level of services delivered by a different provider.
 
Action to be taken following Board approval:
1.      Chairman to sign three (3) Amendments I to Agreement 027-S0910.
2.   Board Clerk's Office to return two (2) fully executed Amendments I to Agreement 027-S0910 to Health Services Department.
3.   Department to distribute documents as appropriate.
