Health Services Department recommending Chairman be authorized to sign Amendment I to Agreement for Services 026-S0911 (721-PHD0408) with Progress House, Inc., amending Article III - Compensation for Services to reflect State of California Drug Medi-Cal rates, and increase the provisional amount of the agreement from $51,383.00 to $91,615.00; replacing Exhibit B Definition of Services with an amended Exhibit B; and replacing Exhibit C Standardized Rate Structure with an amended Exhibit C, Standardized Service Definitions.
RECOMMENDED ACTION: Approve.
FUNDING: El Dorado County Alcohol and Drug Program receives State and Federal funding for this Proposition 36 program.

Background: State of California provides Federal Substance Abuse Prevention and Treatment (SAPT) block grant funds via the Substance Abuse Treatment and Testing Accountability Act (SATTA) to El Dorado County Alcohol and Drug Program to operate the Proposition 36 program. Progress House, Inc. provides assessment, substance abuse treatment services and drug testing for clients who qualify to participate in the Proposition 36 program.
State of California budget for FY 2008-09 reduced Drug Medi-Cal (DMC) rates with a potential for future reductions at the State level. The Health Services Department determined at that time it would be in the best interest of the County to adopt language that would ensure rates for these services conformed to the DMC rates both currently and in the future, automatically adjusting as necessary.
