Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this agreement.

Background: The Health Services Department (HSD) Public Health Division has been an active participant in the Access El Dorado (ACCEL) Initiative from its inception and has functioned as the fiscal agent for many of the grants that have funded ACCEL efforts, including the original Blue Shield of California Foundation grant that was awarded in 2006.

Reason for Recommendation: Grant funds have been utilized to continue the process toward developing a countywide HIE. This Amendment I will extend the time allowed for development of a strategic business plan addressing HIE long-term sustainability and implementation of the pilot project linking Barton Healthcare System with the HSD Public Health Division.

This project builds upon the foundational work and successful practical experience gained through the Agency for Healthcare Research and Quality (AHRQ) and the original BSCF grant funding. An HIE is intended to improve access, patient outcomes and quality of care for residents of El Dorado with a particular focus on the uninsured and under insured population.
