Health Services Department recommending the Board authorize the Chairman to sign Amendment I to Agreement for Services 810-S0811 (709-PHD0308) with Family Connections El Dorado, Inc., amending Article 2.1 - Notice to Parties, and Article 2.2 Administrator to reflect staffing changes; amending Articles 3.2, 3.3 and 3.4 to reflect State of California Drug Medi-Cal rates and increase the Provisional Amount of the Agreement from $25,111 to $31,154; and replacing Exhibit B Standardized Rate Structure with an amended Exhibit B, Standardized Service Definitions.
FUNDING: El Dorado County Alcohol and Drug Program receives State and Federal funding for this Alcohol and Other Drug Counseling Services program.

Fiscal Impact/Change to Net County Cost: No change to net County cost. Funding is included in the Department's budget.
Background: The State of California provides Substance Abuse Prevention Treatment (SAPT) federal block grant funds via the Substance Abuse Treatment and Testing Accountability Act (SATTA) along with State General Fund Discretionary and Perinatal Discretionary funding to the El Dorado County Alcohol & Drug Program. Family Connections El Dorado, Inc. provides alcohol and other drug counseling services for clients who qualify to participate in the program.
State of California budget for FY 2008-09 reduced Drug Medi-Cal (DMC) rates with a potential for future reductions at the State level. The Health Services Department determined at that time it would be in the best interest of the County to adopt language that would ensure rates for these services conformed to the DMC rates both currently and in the future, automatically adjusting as necessary.
