Fiscal Impact/Change to Net County Cost:  No change to net County cost.  Funding is included in the Department's budget.
 
Background:   State of California provides Substance Abuse Prevention and Treatment (SAPT) federal block grant funds via the Substance Abuse Treatment and Testing Accountability Act (SATTA) along with State General Fund Discretionary, Perinatal Discretionary, and Drug Medi-Cal funding to the El Dorado County Alcohol & Drug Program.  EDCA Lifeskills provides alcohol and other drug counseling services for clients who qualify to participate in the program.
 
The provisional amount is modified to reflect an increase of $11,019; this increase consists of $4,000 of FY 2008-09 funding that was included in the Department's budget, but not yet allocated to a specific contract service provider and a midyear increase in State allocation of $7,019.
 
In addition, State of California budget for FY 2008-09 reduced Drug Medi-Cal (DMC) reimbursement rates with a potential for future reductions at the State level.  The Health Services Department determined at that time it would be in the best interest of the County to adopt language that would ensure rates for these services conformed to the DMC rates both currently and in the future, automatically adjusting as necessary.    Therefore, language in the amendment reflects these changes and Exhibit B, Standardized Rate Structure, is replaced by a new Exhibit B, Standardized Service Definitions.
 
Reason for Recommendation:   Allocation of additional funds to increase the provisional amount of this agreement will ensure required level of services.   Replacement of Exhibit B eliminates any potential for disparity between DMC rates and provider service invoices.
 
Action to be taken following Board approval:
1.      Chairman to sign three (3) Amendments I to Agreement 819-S0811.
2.      Board Clerk's Office to return two (2) fully executed Amendments I to Agreement 819-S0811 to Health Services Department.
3.      Department to distribute documents as appropriate.
