Fiscal Impact/Change to Net County Cost: None. El Dorado County will receive $43,908 through Sacramento County to support HOPWA activities in 2009.

Background: Sacramento County is the applicant/recipient for the Federal Housing and Urban Development (HUD)/HOPWA grant and serves as the fiscal intermediary for the allocation of HOPWA funds. El Dorado and other local rural counties receive HOPWA and Ryan White C.A.R.E. Act funding through Sacramento County. Other acquired immunodeficiency syndrome (AIDS) programs are funded directly by the State under an AIDS Master Grant, and include grants for 1) education and prevention of AIDS; 2) evaluating local interventions for AIDS; 3) human immunodeficiency virus (HIV) counseling and testing; and 4) a drug assistance program.

The HOPWA Program provides emergency housing assistance for El Dorado County residents and their families living with HIV disease. Short term assistance and supportive services are provided to qualified persons for rent, mortgage, and utilities to prevent homelessness.
