Sandra Dunn and Associates, increasing the compensation amount by $112,863, extending the term through January 31, 2010, and amending the scope of services to continue to provide project management services in the ACCEL Initiative and the Children's Health Initiative for said Department.

Fiscal Impact/Change to Net County Cost: None.
Background: Sandra Dunn & Associates has been supporting the goals of the ACCEL Initiative by providing project management services for several years. During that time, significant progress has been made in the effort to establish an electronic health record and patient identifier system in El Dorado County. Sandra Dunn is working closely with Health Services Department staff in both the Public Health and Mental Health Divisions, Barton Memorial Hospital, Marshall Medical Center, and the El Dorado County Community Health Center to complete this project, while managing the various grants and funding sources to ensure continuation of this work.
In addition to the original grant funding for ACCEL projects, Ms. Dunn has secured funding from Blue Shield of California Foundation to augment costs of establishing a Health Information Exchange (HIE) and has also secured funding from California HealthCare Foundation for the ACCEL Specialty Care Initiative Implementation. Both of these projects are included in this Amendment I, which extends the contract term through January 31, 2010 and increases the contract amount to reflect the additional funding for work to be completed in conjunction with the grant awards.
This Agreement 811-PHD1208 and the Original Agreement 533-PHD0606 incorporated by reference in Agreement 811-PHD1208 collectively cover the period from July 18, 2006 through January 31, 2010. Agreement 533-PHD0606 contains the County's standard "Fiscal Considerations" clause (Article VII), as well as a provision for the County to terminate the agreement in thirty (30) calendar days upon written notice (Article V).
Reason for Recommendation: Approval of this Amendment I to Agreement 566-S0910 will allow continuation of this important project for the community.
Action to be taken following Board approval:
1. Chairman to sign three (3) copies of Amendment I to Agreement 566-S0910.
2. Board Clerk’s Office to return two (2) fully executed Amendments I to Health Services Department.
3. Department to distribute documents as appropriate.
