Fiscal Impact/Change to Net County Cost: Sufficient appropriations have been included in the FY 2009-10 budget. There is no impact on Net County Cost.

Background: The HOPWA Program provides housing assistance and related supportive services as part of the U.S. Department of Housing and Urban Development (HUD) Consolidated Planning Initiative. HOPWA funding is received through an Agreement with Sacramento County, which manages the program for several rural communities, including the counties of El Dorado / Alpine, Placer, and Yolo.

Residents of El Dorado and Alpine counties afflicted with HIV/AIDS, and their families, receive emergency housing assistance including short term assistance for rent, mortgage, and utilities through this HOPWA program. The County subcontracts with Sierra Foothills AIDS Foundation for HOPWA services; this arrangement between the County and Sierra Foothills AIDS Foundation has been both longstanding and successful.
