Health Services Department recommending the Board consider the following:
1) Authorize the Chairman to sign retroactive grant Agreement with First 5 El Dorado Children and Families Commission in the amount of $234,078 for the term July 1, 2009 through June 30, 2010 for the ACCEL program; and
2) Authorize the Chairman to sign retroactive grant Agreement with First 5 El Dorado Children and Families Commission in the amount of $35,000 for the term July 1, 2009 through June 30, 2010  for the Oral Health Access program.

Fiscal Impact/Change to Net County Cost:   None.   These Agreements were included in the FY 2009-10 Proposed Budget.  There is no Net County Cost associated with these Agreements.
 
Background:       The original grant Agreement with First 5 El Dorado Children and Families Commission ("Commission") occurred in FY 2004-05.   Grant Agreements have been provided each subsequent year to assist families in El Dorado County with access to health insurance and health services for children ages 0-5 years.  In addition, the Commission has provided a second grant to assist families with access to oral health care for children ages 0-5 years.   
 
These agreements were received from the Grantor in June, and required review and revision to ensure consistency with County standards.   The finalized agreements were immediately submitted for the next available Board date.
 
Reason for Recommendation:   The services provided through this grant Agreement are consistent with the Health Access priority in the First 5 El Dorado Children and Families Commission's 2006-2011 strategic plan.   
 
Action to be taken following Board approval:
1.      Chairman to sign three (3) original Agreements #0910-90064-112 and three (3) original Agreements #0910-90063-61-111 with First 5 El Dorado Children and Families Commission.
2.      Board Clerk's Office to return two (2) signed Agreements #0910-90064-112 and two (2) signed Agreements #0910-90063-111 to the Department.
3.      Department to obtain signatures on all Agreements from First 5 El Dorado Children and Families Commission.
4.      Department to return one (1) fully executed Agreement #0910-90064-112 and one (1) fully executed Agreement #0910-90063-111 to Board Clerk's Office.
