Fiscal Impact/Change to Net County Cost:  There is no net County cost associated with this Agreement.

Background:  California Department of Public Health (CDPH) provides funding via the National Bioterrorism Hospital Preparedness Program Local Funding Agreement that is intended to assist in preparedness for, and response to, bioterrorism; outbreaks of infectious disease; and other public health threats and emergencies and provides funding for agreements with local healthcare providers, including Barton Healthcare System.  The purpose of the Agreement with Barton is to fund training and assist with the purchase of a variety of items to be used in the event of a public health emergency.  The training and equipment being purchased under this Agreement with Barton as defined in Exhibit A of the Agreement will enhance the hospital's ability to deliver coordinated and effective care to victims of terrorism and other public health emergencies.  (Health Services is processing similar agreements with Marshall Hospital and the Community Health Center.)

Retroactive Term:   The fully executed State funding Agreement was received December 30, 2009, at which time this Agreement with Barton Hospital was drafted and submitted to County Counsel for review.  In January 2010, Counsel determined that the proposed Agreement with Barton required revision.  Following incorporation of such revisions, resubmission for review, and receipt of Counsel approval of the Agreement in March 2010, staff immediately completed processing, obtained signatures, and submitted for Board approval at the next available Board date.

Reason for Recommendation:   Approval of this Agreement will allow the County to continue collaboration with Barton Healthcare System in preparation for public health emergencies.

Action to be taken following Board approval:

-  Board Chair to sign three (3) Agreements 009-138-P-E2009.

-  Board Clerk’s Office to return two (2) signed Agreements to Department.

-  Department to distribute documents as appropriate.
