Fiscal Impact/Change to Net County Cost: There is no net County cost associated with this Agreement. This Agreement contains a fiscal allocation/budget that provides for a portion of the $1,041,412 available funding to be carried forward into FY 2010-11.
Background: The County of El Dorado receives funding for the Health Services Department Alcohol and Drug Program (ADP) from the State of California Department of Alcohol and Drug Programs (CDADP) via the current multi-year (7/1/07 through 6/30/10) Net Negotiated Amount (NNA) Agreement 07-NNA09. On March 23, 2010, the Board of Supervisors approved Amendment 1 to Agreement 07-NNA09, establishing the current FY 2009-10 funding at $1,026,550. Amendment 1 has been sent to the State for signatures and is not available for inclusion with the attachments.
This Amendment 2 (V.2) to Agreement 07-NNA09 with CDADP reflects an increase in funding of $14,862, for a new not-to-exceed total of $1,041,412.
Retroactive Amendment: The effective date of Amendment 2 (V.2) to the State Agreement 07-NNA09 is July 1, 2009; however, this Amendment 2 (V.2) was not received from the State until April 12, 2010. Upon receipt, it was submitted for review and processing; expedited attention was requested at each step of the process. Upon completion of review and approval, the Department promptly submitted for approval at the next available Board date.
Reason for Recommendation: Approval of this Amendment 2 (v.2) to State Agreement 07-NNA09 budget allocation for FY 2009-10 will allow continued provision of services via the State Agreement.
Action to be taken following Board approval:
- Chair to sign five (5) original Amendments 2 (V.2) to that Agreement 07-NNA09.
- Board Clerk's Office to return all five (5) Amendments to Department.
- Department to return signed Amendments to State for final execution.
- Upon receipt from the State, Department to forward one (1) fully executed Amendment 2 to the Board Clerk's Office.
