Health Services Department recommending the Board authorize the Chair to sign Memorandum of Understanding (MOU) 872-PHD0709 known as the "HPP Coalition" with Alpine County Public Health Department; Barton Healthcare System; El Dorado Care Center; El Dorado County Community Health Center; Marshall Medical Center; and Western Sierra Medical Center to formalize their membership in the Local Entity Hospital Preparedness Program.

Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Memorandum of Understanding.
Background: The Health Services Department is part of a coalition consisting of Alpine County Public Health Department; Barton Healthcare System; El Dorado Care Center; El Dorado County Community Health Center; Marshall Medical Center; and Western Sierra Medical Center who meet bimonthly to discuss emergency response issues. The State Hospital Preparedness Program (HPP) funding agreement requires local hospitals, clinics, and other medical service providers to be a part of the coordinated emergency response process and formalize their commitment to a coordinated emergency response. The HPP Coalition membership has been structured to focus on coordination of services provided by the HPP Coalition Participants and achieving capabilities such as interoperable communication systems, real time bed capacity reporting, volunteer registries, and facility-and-evacuation management. Each member of the coalition is committed to supporting the efforts of the group in response to a public health emergency affecting any or all members, whenever possible.
Reason for Recommendation:
Approval of this Memorandum of Understanding will (1) satisfy the requirements of the Hospital Preparedness Program funding work plan and (2) formalize the County's commitment to working with community partners responding in a coordinated manner in the event of a public health emergency.
Action to be taken following Board approval:
1. Chair to sign nine (9) original Memorandum of Understanding 872-PHD0709.
2. Board Clerk's Office to return eight (8) signed documents to Department.
3. Department to distribute documents as appropriate.
