Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this grant.
Background: The original grant agreement with First 5 El Dorado Children and Families Commission (“First 5”) to assist families in the County of El Dorado with access to health insurance and health services for children ages 0-5 years occurred in fiscal year (FY) 2004-05. Grant funding has been provided each subsequent year to allow for the continuation of these services. In FY 2009-10, a second grant agreement was provided to assist families with access to oral health care for children ages 0-5 years.
The grant agreement for FY 2010-11 incorporates funding for access to health insurance and health care services, as well as access to oral health care for children ages 0-5 years. The objectives for this grant agreement 054-105-P-R2010 include:
1. Implementation of oral health service coordination for children 0-5 years in the County of El Dorado through the dental van by September 1, 2010.
2. Increasing the number and percentage of children ages 0-5 years in the County of El Dorado with access to:
a. Medical and dental insurance;
b. A medical home and a dental home;
c. Well-child examination in the past twelve (12) months; and
d. Well-child oral health check-up in the past twelve (12) months.
Reason for Recommendation: The services provided through this grant agreement are essential to ensure healthy children within our community and are consistent with the Health Access priority in the First 5 El Dorado Children and Families Commission’s 2006-2011 strategic plan.
Action to be taken following Board approval:
1. Chair to sign three (3) original Agreements 054-105-P-R2010.
2. Board Clerk’s Office to return all three (3) signed documents to the Department.
3. Department to obtain signatures on all documents from First 5.
4. Department to return one (1) fully executed Agreement 054-105-P-R2010 to the Board Clerk’s Office upon receipt from First 5.
