Fiscal Impact/Change to Net County Cost: There is no Net County Cost associated with this Agreement. The service provider collects fees from clients and pays the County five percent (5%) of the fees collected in order to reimburse County for oversight of the PC-1000 program. The amount anticipated to be received by the County in FY 10-11 is approximately $3,000.

Background: Pursuant to Penal Code 1000, drug offense violators who meet a specific criteria may be referred to the court for a “deferred entry of judgment” that allows the individual to participate in Drug Diversion / PC-1000 classes. The Drug Diversion / PC-1000 program is overseen and monitored by the County Alcohol and Drug Program, for which the County receives 5% of the fees paid by the clients to the service provider.

Retroactive Term: This Agreement was signed by the service provider and received by the Department June 24, 2010, at which time the Department immediately scheduled this item for the next available Board date.

Reason for Recommendation: Approval of this Agreement will allow EDCA Lifeskills to continue providing Drug Diversion / PC-1000 classes to the community on the West Slope of the County of El Dorado.
