Fiscal Impact/Change to Net County Cost:  There is no Net County Cost associated with this Agreement.
 
Background:  The Center for Disease Control and Prevention (CDC) provides states with funding via cooperative agreements to upgrade State and local Public Health jurisdictions' preparedness for, and response to, bioterrorism and other outbreaks of infectious disease, and other public health threats and emergencies.  The Public Health Emergency Response (PHER) Phase I, II, and III funding was provided specifically to address planning and response to H1N1, both for the initial response and for potential future events.
 
On December 10, 2009, the Board approved grant funding from CDPH via Board Item 09-1177 for PHER Phase I and II grants in the amount of $298,407 through July 30, 2010.  On January 12, 2010, the Board approved grant funding from CDPH via Board Item 09-1531 for the PHER Phase III grant in the amount of $361,994 through July 30, 2010.  Total PHER grant funding amounts to $660,401 for the term of the combined CDPH PHER grant agreements.
 
On August 24, 2010, the Board approved a no cost extension offered by CDPH for all the PHER grant funding through August 30, 2010 via Board Item 10-0890, to allow the Health Services Department continued use of the available funding for close out activities.
 
September 3, 2010, CDPH announced they are again offering a no cost extension of the PHER grant funding through July 30, 2011, to allow counties the opportunity to continue authorized PHER-funded projects with unspent monies remaining from the original $660,401 grant.   Total spending through August 30, 2010 is approximately $263K leaving a remaining unspent balance of approximately $398K for the period September 1, 2010 through June 30, 2011.
 
Reason for Recommendation:   Extension of the grant period through July 30, 2011 will allow the Health Services Department to continue authorized PHER-funded projects utilizing the unspent monies from the original grant.   
 
Action to be taken following Board approval:
1.  Chair to sign three (3) original Amended Agreement documents, EPO PHER-10.
2.  Board Clerk's Office to immediately return all signed Amended Agreement documents to Health Services.
3.  Health Services to submit signed Amended Agreement documents to CDPH by September 30, 2010.
4.  Health Services to return one (1) signed original Amended Agreement to Board Clerk's Office upon receipt from CDPH.
