Fiscal Impact/Change to Net County Cost:   There is no Net County Cost associated with this Agreement.  All funding is received from Sacramento County acting as fiscal agent for the Federal Ryan White CARE Act.

 

Background:   The Ryan White CARE Act provides funding for various medical services and specific limited emergency funds for people living with HIV and/or AIDS.  Services include, but are not limited to, information, referrals and/or arrangements for outpatient medical care, skilled nursing, medication management, diagnosis and treatment of common medical conditions, and support for addressing nutrition issues to include direct food purchases.  Services for client medical emergencies are available twenty-four (24) hours a day, seven (7) days a week.

 

The Health Services Department receives funding to provide Ryan White CARE Act services through an agreement with the County of Sacramento who serves as fiscal agent.  The Department then contracts with Sierra Foothills AIDS Foundation to provide these critical services to County residents as needed.

 

Compensation for Services:   Monthly itemized invoices submitted for allowable expenses are paid within forty-five (45) days of receipt and approval.

 

Contract Termination:   This Agreement may be cancelled under the following conditions:  (1) by the County pursuant to Article X - Fiscal Considerations in the event the County budget does not provide sufficient funding for this Agreement; or (2) by the County without cause upon seven (7) calendar days written notice.

 

Retroactive Term:   This agreement is retroactive to March 1, 2010 to coincide with the term of the Federal funding agreement between Sacramento County and the U.S. Department of Health and Human Services.  Sacramento County serves as the fiscal agent distributing this funding to Placer and El Dorado counties.  The funding agreement between Sacramento and El Dorado County was approved by the Board on November 9, 2010 and has been submitted to Sacramento County for final execution.  The Agreement for Services with Sierra Foothill AIDS Foundation is being submitted to the Board for approval in anticipation of receipt of the fully executed funding documents from Sacramento County.

 

Reason for Recommendation:   Approval of this Agreement will allow the Department to continue providing care for persons living with HIV and AIDS via a contract with Sierra Foothills AIDS Foundation.

 

Action to be taken following Board approval:

1) Chair to sign three (3) original Agreements 108-095A-P-E2010.

2) Board Clerk’s Office to return two (2) signed Agreements to Department.

3) Department to distribute documents as appropriate.
