Fiscal Impact/Change to Net County Cost

There is no Net County Cost associated with this Agreement.  Sufficient appropriations were included in the Fiscal Year 2012-13 budget.

 

Contract Terms

Payments to Contractor are made within forty-five (45) days following the County's receipt and approval of itemized invoices.  This Agreement contains both the County standard "Fiscal Considerations" language, along with the standard termination clause allowing the County to terminate the Agreement without cause with seven (7) days written notice.

 

Background

California Health and Safety Code mandates that each County shall appoint a Public Health Officer.  By law, the Health Officer is the local registrar of the Local Registration District and is responsible for registration of certificates of birth, fetal death, and death events.

 

This critical position in the County became vacant effective February 7, 2012, and the Board of Supervisors approved Dr. Hartmann's appointment as Interim Public Health Officer and Local Registrar for Vital Statistics on February 7, 2012 with a term to expire February 6, 2013. 

 

The Health and Human Services Agency (HHSA) has identified a candidate to fill the Public Health Officer position who will be available to begin work approximately April 15, 2013.  This Amendment I to Agreement 417-S1210 is intended to provide coverage until the candidate is available to assume these duties. 

 

Upon confirmation of the appointment date, the Director of Health and Human Services will terminate this agreement in accordance with the termination provisions.  Should the candidate withdraw their candidacy, the County will have until June 30, 2013, to establish an interim Agreement with another qualified physician to be the County's Public Health Officer/Local Registrar for Vital Statistics while a permanent replacement is recruited.

 

Reason for Recommendation

The Health and Human Services Agency recommends approval of this Amendment I to ensure the continued mandated fulfillment of the County's Public Health Officer and Local Registrar for Vital Statistics position.

 

Action(s) to be taken following Board approval

1. Chair to sign two (2) original Amendments I to Agreement 417-S1210.

2. Board Clerk's Office to return one (1) original signed Amendment I to Agreement 417-S1210 to HHSA Contracts Unit at 3057 Briw Road, Suite A.

3. HHSA to distribute document as appropriate.
