Health and Human Services Agency, Social Services Division, recommending the Board authorize the Chair to sign non-financial perpetual Operational Agreement No. 591-S1210 with Live Violence Free (formerly the South Lake Tahoe Women's Center) setting forth the roles of Live Violence Free and the Health and Human Services Agency in providing maximum assistance for crime victims residing on the eastern slope of El Dorado County for a one-year term to commence upon execution of the Agreement and to automatically renew for successive one-year terms, unless terminated.

Fiscal Impact/Change to Net County Cost: No change. Non-financial Operational Agreement.
Reason for Recommendation: The Operational Agreement between the Health and Human Services Agency (HHSA) and Live Violence Free is necessary to enable Live Violence Free to access certain revenue sources through a competitive process and sets forth the roles of each party that further the mutual goal of providing maximum available assistance for crime victims residing on the eastern slope of the County. Live Violence Free provides critical and necessary services to crime victims residing on the eastern slope, including, but not limited to, 24-hour availability to assist victims of domestic violence and sexual assault. Live Violence Free works with HHSA to ensure timely referrals and client access to appropriate services.
The current Operational Agreement (409-O1010) with South Lake Tahoe Women's Center was executed on June 8, 2010, and is in effect until June 30, 2013. Upon execution, non-financial Operational Agreement 591-S1210 with Live Violence Free will replace the current non-financial Operational Agreement with South Lake Tahoe Women's Center.
Termination: The Operational Agreement includes the County's standard Fiscal Considerations termination language as well as a provision for the County to terminate the Agreement without cause in seven (7) calendar days upon written notice.
Action to be taken following Board approval:
1. Chair to sign two (2) originals of Operational Agreement 591-S1210 and return one (1) original of the Operational Agreement to the Health and Human Services Agency at 3057 Briw Road.
2. Health and Human Services Agency to distribute the documents as appropriate.
