Background:
The Sacramento region is designated as a severe non-attainment area for the federal 8-hour ozone National Ambient Air Quality Standard under the Clean Air Act.  To comply with the designation requirements, the region has developed and implements an attainment plan know as the State Implementation Plan (SIP).  The SIP is designed to ensure the region will attain the Standard by June 15, 2018.  One of the SIP commitments is a coordinated, regional education and outreach effort known as the Spare the Air program.  
 
Under California Health and Safety Code Section 44220 et.seq (AB 2766), on March 15, 1994, by Board Resolution No.79-94, El Dorado AQMD imposed a $4 motor vehicle registration fee to provide funds to meet its responsibilities under the California Clean Air Act.  This funding is to be used for programs and projects that reduce emissions from motor vehicles and related planning, monitoring, enforcement and technical studies.
 
On October 17, 2006, with Agenda item 06-1664, the El Dorado County Board of Supervisors approved agreement E2006015 with Sacramento Metropolitan Air Quality Management District.  This agreement provided $18,601 to support implementation of the Spare the Air Program.  Under this agreement EDC Air Quality Management District contributed $8,029 and $10, 572 to support the 2006 and 2007 Spare the Air campaign programs.
On September 16, 2008, with Agenda item 08-1237, the EDC Board of Supervisors approved agreement E2008006 with Sacramento Metropolitan Air Quality Management District.  This agreement provided $11,920 to support implementation of the Spare the Air Program.  Under this agreement EDC Air Quality Management District contributed $5,960 per year to support the 2008/2009 and 2009/2010 Spare the Air campaign programs.
On June 23, 2009, with Agenda item 09-0547, the EDC Board of Supervisors approved agreement 003-DMV-09/10-BOS with the El Dorado County Transit Authority.  This agreement provided $47,335 for free public transit on declared Spare the Air days during 2010.  Under this agreement the EDC Air Quality Management District contributed $3,381.07 per day, for each Spare the Air day.  During 2010, six Spare the Air days were declared.
 
Reason for Recommendation:
The Spare the Air program reduces air pollution from motor vehicles through public education and the issuance of Air Alerts to promote behavior changes, such as driving curtailment, when the air quality is forecast to be unhealthy due to high ozone levels.  The Spare the Air program, combined with the other ozone SIP measures, has contributed to the declining ozone trend in El Dorado County observed over the past six years.  The program operates in the Sacramento region during the summer smog season (May through October).  The Agreement term is from date of execution though October 31, 2013.    
 
Action to be taken following Board approval:
Authorize the Air Pollution Control Officer to sign Memorandum of Understanding with Sacramento Metropolitan Air Quality Management District to provide monetary support to the regional Spare the Air Campaign.
