Community Development Agency, Transportation Division (Transportation) recommending the Board approve and authorize the Chair to sign Resolution 122-2016 pending review and approval from County Counsel and Risk Management, sanctioning the revision to intersection stops and pedestrian crosswalks for the following:

 

- Add "Stop" signs on Blackstone Parkway at its intersection with Cornerstone Drive, stopping all three (3) travel lanes and placement of a crosswalk, as marked by lines on pavement crossing Blackstone Parkway at the northerly leg of Cornerstone Drive and on Cornerstone Drive at its intersection with Blackstone Parkway.

 

DISCUSSION / BACKGROUND

A study was conducted by Transportation in response to a signed petition by the residents of Blackstone Subdivision requesting an "All-Way Stop" and crosswalks at Blackstone Parkway and Cornerstone Drive intersection. Transportation and Traffic Advisory Committee concluded that the "All-Way Stop" and crosswalks at the intersection are justified due to the existing and projected vehicular and pedestrian traffic accessing at this uncontrolled intersection.

 

ALTERNATIVES

Should the Board not approve this item, it could potentially cause traffic and pedestrian safety issues as the subdivision continues to expand.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

Approved by Traffic Advisory Committee, May 4, 2016 and pending County Counsel and Risk Management approval.

 

CAO RECOMMENDATION

Chief Administrative Office concurs with staff's recommendations.

 

FINANCIAL IMPACT

Installation of the stop signs, stop ahead signs, crosswalk and associated painted road legends on Blackstone Parkway at Cornerstone Drive are estimated to cost a total of $2,500. Funding to complete this work is included in the Fiscal Year 2016/17 West Valley Village Zones of Benefit Fund budget.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

Following approval by County Counsel and Risk Management, the Clerk of the Board will forward one (1) fully executed copy of the Resolution to Cierra Garcia at Transportation's Headington Office.
