The Clerk of the Board recommends approval pursuant to California Elections Code 10404.

DISCUSSION / BACKGROUND
Resolution No. 2016-4 was adopted by the Golden West Community Services District (GWCSD) Board of Directors on May 14, 2016 to consolidate the District's elections (currently held in odd numbered years) with the statewide general elections held in even-numbered years. This resolution is authorized by and was adopted pursuant to Elections Code Section 10404. Before it can become effective, however, it must be approved by the Board of Supervisors in each county in which the District is located. The Clerk of the Board received the materials related to this matter on June 2, 2016.

Pursuant to subdivision (c) of Elections Code Section 10404, the Board of Supervisors is to notify all districts located in the County of its receipt of this resolution, and request their input on the effect of consolidation. Notification letters were sent to all districts on June 6, 2016 with a deadline to respond by June 21, 2016.

Pursuant to subdivision (d) of Elections Code Section 10404, the elections official shall prepare and transmit to the board of supervisors an impact analysis of the proposed consolidation.
