DISCUSSION / BACKGROUND

In 1996, the Sacramento-Placerville Transportation Joint Powers Authority (SPTC-JPA) acquired title to the Southern Pacific railroad right of way (transportation) corridor (SPTC).  The SPTC-JPA by written agreement, delegated the management of the portion of the right of way located within El Dorado County's jurisdiction to the County. 

 

Former lease agreement #231-L0511 with Shingle Springs Station, LLC was terminated effective December 31, 2015.   On May 10, 2016, the Board made a determination that the El Dorado Western Railway Foundation provides a public benefit and directed staff to prepare and return with a standard five (5) year lease agreement for parcel 090-040-031 with the El Dorado Western Railway Foundation for use by the El Dorado Western Railroad program.  This determination also included the waiving of the lease fees along with the retainage of rent received from sub-tenant to offset the costs associated with the El Dorado Western Railroad Program.  Improvements on the parcel, including the Shingle Springs Depot, are owned by the El Dorado Western Railway Foundation.

 

ALTERNATIVES

The lease must be approved for the El Dorado Western Railway Foundation to be able to access the buildings and the rail on the property.
