DEPARTMENT RECOMMENDATION

Chief Administrative Office, Procurement and Contracts Division, recommending the Board authorize the Purchasing Agent to sign Amendment I to Agreement No. 323-S1410 with G & O Towing for the provision of on-call towing and emergency roadside assistance services for County-owned vehicles and other vehicles as requested by the Sheriff’s Department and District Attorney’s Office, increasing the total not to exceed amount by $15,000 for a new total not to exceed amount of $40,000 based on the estimated cost of services for the contract period.  There is no change to the original term of the Agreement.

Make findings that it is more feasible and economical to engage an outside contractor for the provision of towing and emergency roadside assistance services in accordance with Ordinance 3.13.040.

DISCUSSION / BACKGROUND

On December 9, 2013, the Purchasing Agent Awarded Request for Proposals (RFP) No. 14-968-014 to three qualified bidders for various on-call towing and emergency roadside assistance services on the West and East Slopes:  G&O Towing of Placerville, Emerald Bay Towing of South Lake Tahoe, and Valley Towing of Carson City, NV.

The Purchasing Agent subsequently executed three Agreements for services, each with a three (3) year term, and a combined not to exceed amount of $60,000.

The requested increase to the Agreement with G & O Towing will result in the cumulative total for these competitively bid services exceeding the Purchasing Agent’s signature authority, therefore, the Board is being asked to authorize the Purchasing Agent to sign Amendment I to Agreement No. 323-S1410 to increase the total not to exceed amount by $15,000 for a new total not to exceed amount of $40,000 based on the estimated cost of services for the contract period.
