DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board authorize (1) the HHSA Director to submit a County Medical Services Program (CMSP) Governing Board County Wellness and Prevention Pilot Project grant application; (2) delegate authority to the Director of HHSA to accept the grant funding, if awarded, in the estimated amount of $300,000, and execute the grant documents.  The Grant Program will act as a pilot project for testing the effectiveness of providing local-wellness and prevention services to CMSP eligible persons that address one of three project areas: Community Wellness, Whole Person Care, and Social Determinants of Health.

 

The CMSP program serves medically indigent adults, ages 21 through 64, who meet eligibility criteria for the CMSP program, and are not otherwise eligible for Medi-Cal or Covered California. CMSP enrollment is handled by County Social Services departments in all 35 participating CMSP Counties, including El Dorado, and serves as a safety net program ensuring that eligible individuals have access to health care services.

 

DISCUSSION / BACKGROUND:

El Dorado County is currently 1 of 35 CMSP Counties in California.  Only CMSP Counties are eligible to apply for funding as a part of the pilot project.  Each of the 35 counties eligible has a predetermined allocation of funding based on population size. If successful, El Dorado County will receive a total 3-year allocation of $300,000, divided into three, 1 year allocations of $100,000.  Applicants are not required to provide matching funds, but are encouraged to leverage existing resources to maximize the potential reach and impact of the pilot project.  HHSA plans to develop the pilot project for this program with collaboration between Public Health, Community Services and Social Services.

 

HHSA submitted a non-binding Letter of Intent indicating our desire to apply for this funding opportunity on August 8, 2016, in accordance with the deadline established in the CMSP Request for Proposals (RFP). However, the CMSP RFP also specifies, “The application shall be signed by a person with the authority to legally obligate the Applicant.” While the pilot project and proposal are currently in development, HHSA is seeking authorization during the development period in order to meet the submission deadline and requirement for the grant with the intent of expanding the safety net through this pilot program to best meet the needs of the residents of El Dorado County.

 

ALTERNATIVES:

Should the Board decline to authorize the application, the County would be ineligible for the CMSP pilot project grant funding in the amount of $300,000.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  The grant requires no match obligation.
