Supervisor Novasel requesting the Board direct the Chief Administrative Officer to approve a fee waiver for the requested Temporary Use Permit application by St. Theresa's Catholic Church for their 1st annual Bread and Broth, B&B 4 Kids, fundraising event called Burlap and Denim, to be held September 10th, 2016, at the historic Celio Ranch in Meyers, California, Lake Tahoe Basin.

Body

St. Theresa's Church sponsors Bread & Broth, and B & B 4 Kids, an all-volunteer non profit program that feeds children and families throughout the South Lake Tahoe community. Bread and Broth relies completely on donations, and currently provides 125 children with nourishing meals and snacks throughout the weekends during the school year. There are more than 1,500 other children in need.

 

It is their hope that this newly organized fund raiser, Burlap and Denim, can provide sorely needed funds to assist in reaching more children in need.  The cost of a county permit for this fund raising event potentially exceeds $1,000.00.  A cost that would likely prohibit conducting the event. 

 

Resolution Number 079-2016, May 3, 2016, under Planning Services Temporary Use Permit, C., places this event in Outdoor Concerts, Itinerate Shows, Carnivals, Circuses, Rodeoes and Religous Revival Meetings - $506.00, with a possible additional cost of inspections, and traffic engineering reviews of more than $500.00.

 

The El Dorado County Board of Supervisors' Policy Manual, B-2, Fee Waiving, allows the Chief Administrative Officer to approve a fee waiver providing it finds that, a) The levying of the fee in question would result in extreme financial hardhsip to the requesting entity; and, c) A facility or project proposed by a non-profit corporation or special district will provide a substantial public benefit.

 

This fee would be a financial hardship and St. Theresa's Church, Bread & Broth, and B & B 4 Kids, are providing a substantial public benefit.
