DEPARTMENT RECOMMENDATION

Chief Administrative Office, Economic Development Division, recommending the Board:

1) Make a finding that the provision of funding to the City of Placerville for the purposes of road surface repair at Placerville Drive and at the main entrance gate in support of the World Championship Gold Panning event September 11-18, 2016 at the El Dorado County Fairgrounds will result in a public benefit; and

2) Authorize the Chief Administrative Officer to reimburse the City of Placerville for one-third of the total cost of the work, not to exceed $5,000, upon receipt of invoice for actual costs of the work.

 

DISCUSSION / BACKGROUND

The 2016 World Gold Panning Championships will be held September 11-18, 2016, at the El Dorado County Fairgrounds in Placerville hosting competitors from over 25 countries who will be competing in divisions that include: Children, Juniors, Beginners, Men, Women, Veterans, Steel Pan, 2- and 5-person teams and 5-person National Teams. 

 

The City of Placerville has identified road surface and repair work that should be completed prior to the event in order to provide safe and adequate access for vehicles and pedestrians attending and participating in the event.  The proposed repair and improvements include:

 

-Clean entire area at the entrance to the Fairgrounds (collect loose rock, debris, etc.) and haul off any material as needed.

-Apply 1-1/2" hot mix asphalt skin patch where potholes and enlarged cracks exist, compact and roll smooth -  creating a more flush/flat and smooth base surface.

-Seal all cracks 1/4" or larger (so pretty much seal all the cracks you see near the entrance) using a hot pour crackfill.

-Apply one coat of sealcoat to the entire area to create a smoother finish surface.

-Traffic Control on Placerville Drive

-City Public Works will refresh the lane and cross walk striping on Placerville Drive at the work areas. 

 

The proposed work is estimated to cost $10,800 and will be shared by the City of Placerville, the County Fair Association and the County.  Based on this estimate the County’s share would be $3,600; however, it is recommended the Board authorize an amount up to $5,000 to allow for unforeseen conditions which could result in additional costs.

FINANCIAL IMPACT
