DISCUSSION / BACKGROUND:

On May 6, 2016, the Procurement and Contracts Division, on behalf of the Health and Human Services Agency (HHSA), released a Request for Proposals, No. 16-918-062, soliciting responses for Kinship Finding, Family Engagement, and Life Long Connections services for youth in foster care.  Two responses were received which met the requirements of the RFP.  Following the closure of the RFP on June 20, 2016, the two responses were reviewed by a panel of four evaluators.  One of the members of the panel represented the Child Abuse Prevention Council, with the other three evaluators representing different divisions of HHSA.  A consensus meeting was convened on July 15, 2016 which identified Lilliput Children’s Services as the highest scoring proposal, scoring 119 out of a possible 160 points.  The proposal not selected scored 107.25 points out of a possible 160.

 

Kinship Finding, Family Engagement, and Life Long Connections services focus on building a network of committed adults for youth in foster care.  The goal of the these services is to identify and engage relatives, non-relatives, and other important people involved in the lives of foster youth for the purposes of establishing potential placement, guardianship, adoption and / or lifelong relationships.  The activities performed in connection to these services are vital to creating placement stability for foster youth within the County.

 

Lilliput Children’s Services has held several other contracts with El Dorado County, and has provided Kinship Support Services in the County since 2008.  Lilliput has over 20 years of experience working with kin caregivers, and is currently providing family finding and engagement services in Sacramento, Placer, and Butte counties.

 

ALTERNATIVES:

Should the Board decline to award RFP No. 16-918-062 to Lilliput Children’s Services, Kinship Finding, Family Engagement, and Life Long Connections services would not be provided as a result of this RFP process.
