Planning Commission recommending the Board approve the Planning Commission Bylaws modified by the Commission on June 23, 2016.

BACKGROUND

On January 28, 2016, the Planning Commission adopted Resolution of Intention 2016-01 to amend the Planning Commission Bylaws and provided direction on proposed amendments.

 

On June 23, 2016, the Planning Commission adopted Resolution 16-01 amending the Planning Commission Bylaws to reflect changes in procedures and to further clarify the rules that apply to conducting the Planning Commission's business.  The changes can be viewed in Attachment 4A and below is a summary of the amendments:

                     Various administrative modifications;

                     Removal of requirement for the Commission to review and comment on the Planning Department/Planning Commission budget; and

                     Removal of requirement for the Commission to provide direction to the Planning Director in the administration of the General Plan and Zoning Program.

 

County Code Section 2.20.650 requires the Board to approve the Planning Commission Bylaws.  Community Development Agency, Development Services Division, is recommending the Board approve the Bylaws reviewed and approved by the Planning Commission.  The changes are minor in nature, but update the Bylaws to current standards and nomenclature, since the existing Bylaws are twenty years old.  An underline/strike-out version of the edits to the Bylaws can be viewed in Attachment 3B.
