In 2015, the County entered into an agreement with Foothill Associates to provide services to perform an environmental analysis in accordance with California Environmental Quality Act on future implementation of key projects that were identified in the Henningsen Lotus Park Conceptual Master Plan, which was adopted by the County in 2014
