Title

Health and Human Services Agency, Mental Health Division, recommending the Board:

1) Approve and authorize the Chair to sign Agreement for Services 138-S1711 with Star View Adolescent Center, for the provision of 24-hour residential services for minors identified as Seriously Emotionally Disturbed, for the term upon final execution and continuing for three years from the date thereof, with a maximum contractual obligation of $200,000;

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Agreement for Services 138-S1711 to provide 24 hour residential services for County-authorized minors identified as Seriously Emotionally Disturbed, who meet the criteria set forth in Welfare and Institutions Code (WIC) Section 5600.3(a) and California Code of Regulations Title 9, Division. The County has neither the facilities nor the staff available to meet the service requirements.

 

Additionally, HHSA has determined, in accordance with County Ordinance Section 3.13.030, it is more economical and feasible to engage an independent contractor for secured residential mental health services for minors. 

 

HHSA also recommends that the Board approve and authorize the HHSA Director to sign a termination letter relative to Agreement for Services 624-S1211, with Star View Adolescent Center, effective upon execution of Agreement for Services 138-S1711.  HHSA recommends terminating Agreement for Services 624-S1211 to ensure there is no lapse in services for existing clients receiving services from Star View Adolescent Center.

 

DISCUSSION / BACKGROUND:

Star View Adolescent Treatment Center offers Community Treatment Facility (CTF) services providing support and supervision in a locked facility twenty-four hours per day, seven days a week, as well as Psychiatric Health Facility (PHF) services.  CTFs are secured (locked) community residential treatment facilities providing mental health services to adolescents who are diagnosed as Severely Emotionally Disturbed.  Clients may be placed at the facility by the Health and Human Services Agency, Social Services Division, the Behavioral Health Division, the Court, or via a conservatorship placement.  El Dorado County does not possess a Community Treatment Facility and must contract for these services.

 

El Dorado County has contracted with Star View Adolescent Treatment Center since at least 2012 and has successfully provided treatment for clients in need of this level of mental health services via these contracts.  Contracting with Star View Adolescent Treatment Center ensures availability of facility-based acute care services in a Community Treatment Facility setting, thereby providing access to services not otherwise available through the County Mental Health Plan. 

 

ALTERNATIVES:

Disapproval of Agreement for Services 138-S1711 will result in the inability to place Seriously Emotionally Disturbed minors into a secured residential mental health facility.

County Counsel, Risk Management and Human Resources.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2016/17 budget, and will be included in future budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on two (2) original Agreements for Services 138-S1711.

2) Clerk of the Board to return one (1) fully executed Agreement to the HHSA Contracts Unit at 3057 Briw Road.
