DEPARTMENT RECOMMENDATION

Consistent with the proposal submitted for the County Wellness and Prevention Pilot Project, HHSA is recommending the Board authorize an increase in the allocation of the limited term Health Program Specialist allocation by 0.8 full time equivalent in order to perform the activities associated with the Pilot Project. HHSA is also recommending the Board authorize the Chair to sign a Budget Transfer Request, to facilitate the use of the funding available through this program.

 

DISCUSSION / BACKGROUND

On August 30, 2016, the Board authorized the Director to submit an application for funding to the County Medical Services Program (CMSP) Governing Board for the County Wellness and Prevention Pilot Project Grant, and if awarded, to accept the funding and execute the grant agreement (Item No. 16-0862).  On October 31, 2016, HHSA was notified the proposal was selected for funding.  The County Wellness and Prevention Pilot Project Grant provides $100,000 in funding per year for three years, for a total of $300,000.  The total cost of the 0.8 full time equivalent limited term Health Program Specialist is anticipated to total $197,004 (includes salary and benefits) over the three year grant period.

 

The County Wellness and Prevention Pilot Project, as proposed by HHSA, would utilize a 0.8 full time equivalent (FTE) of a limited term Health Program Specialist to conduct community education and outreach activities to inform uninsured members of the community about the availability of CMSP coverage, in light of changes made the eligibility requirements of the CMSP program. Research conducted in connection with the development of the proposal identified several underserved populations that may qualify for CMSP, who were otherwise unable to qualify for Medi-Cal.  The optimal result of program related efforts will be a reduction in the number of uninsured County residents, and an increase in knowledge of healthy living throughout the County.

 

ALTERNATIVES

Should the Board decline to authorize the Chair to sign the Personnel Allocation and the Budget Transfer Request, the County would be unable to perform the activities proposed within the grant proposal.

It is recommended that the Board approve this item. 

 

FINANCIAL IMPACT

There is no Net County Cost associated with this Agenda item.  Grant funding made available through this program will provide for all program related activities without the requirement of a match contribution.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain signature of Chair on the Personnel Allocation Resolution, and return on copy of signed resolution to HHSA Contracts Unit, and one to Human Resources.

2) Clerk of the Board to obtain signature of Chair on the Personnel Allocation Resolution and the Budget Transfer Request.

3) Clerk of the Board to return one Minute Order to the HHSA Contracts Unit at 3057 Briw Road.
