DEPARTMENT RECOMMENDATION

Community Development Agency, Transportation Division (Transportation), recommending the Board consider the following:

1) Approve and authorize the Chair to sign the Notice of Acceptance with Doug Veerkamp General Engineering, Inc., for the Cold Springs Road Realignment Project (Project), Contract PW 10-30543, CIP 73360, P&C 360-C1699; and

2) Approve and authorize the Clerk of the Board to release the Payment and Performance Bonds to the Surety upon notification from Transportation after the one-year guarantee period.

 

DISCUSSION / BACKGROUND

The contract for the Project was approved by the Board on April 19, 2016 (Item 19).  Construction was substantially completed on September 2, 2016.  Recordation of the Notice of Acceptance will start legal time frames for guarantees, a lien period, and return of retention monies.  Recordation of the Notice of Acceptance will also start the one-year guarantee period for releasing the Payment and Performance Bonds to the Surety.

 

The Project consisted of roadway safety improvements on Cold Springs Road including roadway excavation and curve correction, hot mix asphalt paving, and signing and striping, as well as various drainage improvements.

The Original Bid Price is based on the Engineer’s estimate for the Project. Final quantities needed often vary from the Engineer's estimate, and adjustments for quantities paid result in the total Contract Item Cost. The Total Direct Construction Cost includes the Contract Item Cost plus any supplemental or unexpected additional work initiated through change orders.

 

Major Contract Change Orders on the Project dealt with the following:

                     Flagging costs and implementing, maintaining, and removing temporary water pollution control practices (supplemental item change orders).

                     Revising the ditch liner construction types on the east side to increase life span and decrease maintenance of the ditches.

                     Adding an asphalt concrete dike, overside drains, and additional rock slope protection.

                     Blending in, increasing the life span, and decreasing maintenance of the unimproved roadway surface section between the two different grant limits.

                     Additional removal of pavement markers, thermoplastic traffic stripe, painted traffic strip, and pavement marking outside the limits of cold planing.

                     Erosion repair and additional erosion prevention measures.

 

The final costs listed are estimates.  Transportation will be closing out the Project with the Contractor and finalizing costs over the coming weeks.  Any significant deviations from the estimates above that exceed Transportation’s allocated authority will be brought back to the Board for review and approval in a subsequent agenda item.

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item.  Funding for the Project was budgeted in the adopted 2016 Capital Improvement Program and is provided by the Highway Safety Improvement and Regional Surface Transportation Programs.  The anticipated direct construction cost is less than the direct construction budget established by the Board.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair’s signature on one (1) original of the Notice of Acceptance.

2) The Clerk of the Board will send one (1) executed original of the Notice of Acceptance to the Recorder/Clerk’s Office for recordation within ten (10) days and forward a copy of the recorded Notice of Acceptance to Matt Smeltzer, CDA Transportation, Fairlane Engineering.

3) One (1) year after the recordation of the Notice of Acceptance, Transportation will verify that all warranty work, if any, has been satisfactorily completed and will notify the Clerk of the Board in writing to release the Payment and Performance Bonds.
