DEPARTMENT RECOMMENDATION

Air Quality Management District (AQMD) recommends the Board of Directors adopt a resolution approving the 2008 RACT - SIP update and direct staff to forward the update to the California Air Resources Board (ARB) and U.S. Environmental Protection Agency (EPA).

 

DISCUSSION / BACKGROUND

Western El Dorado County is part of the Sacramento Nonattainment Area for ozone.  Because the region has exceeded the 1997 and 2008 8-hour ozone National Ambient Air Quality Standards it has been designated as a "severe" nonattainment area.  As such, pursuant to the Federal Clean Air Act (CAA), AQMD and the other air districts in the region must conduct analysis of permitted emission sources located in the respective districts.  If the analysis reviews indicate it is necessary, the districts must implement changes to their regulatory processes.  The analysis process is referred to as a Reasonably Available Control Technology (RACT) analysis. 

 

AQMD staff conducted the RACT analysis for all subject source categories (those subject to the EPA’s Control Techniques Guidelines) and major sources of Volatile Organic Compounds or Oxides of Nitrogen.  The RACT analysis found that the AQMD rules currently in place provide sufficient compliance with this update requirement.  With Board approval, AQMD shall report these findings to ARB and EPA by submitting the attached RACT - SIP update report and Resolution.  No revision to District Rules are required by this action.

Upon approval, the RACT - SIP update will be forwarded by AQMD to ARB to be transmitted to EPA.
